Policy development involves the preparation of Regional Plans and District Plans under the Resource Management Act 1991.  This work requires devising and implementing a consultation strategy involving significant parties such as the local community, local business community, tangata whenua, and a wide range of interested parties. Work must be undertaken in close liaison with Councillors and also involves making recommendations on submissions, appearance at Council hearings, and appeals to the Environment Court.

REM has undertaken numerous district and regional plan preparations and has particular expertise in Regional Coastal Plans and specialist regional plans such as Regional Water Management Plans and Regional River Bed Gravel Extraction Plans.
